Artificial intelligence (AI) is emerging as a critical tool for state power, with countries like Iran and China integrating it into their national security strategies.

Iran is likely pursuing AI to strengthen cyber operations, influence campaigns, military capabilities, and domestic surveillance – but is hampered by its global economic isolation and centralized government control. China is aggressively pursuing AI supremacy by 2030, marked by milestones like the release of Deepseek R1. While supported by strong government policy and talent development, its progress is hindered by limited private investment and challenges in advanced chip manufacturing.

This session explores the AI ambitions for both countries, and the constraints they must navigate to fulfill their national priorities.
